According to Article 4 of Statue of Open Prisons, our inmates should be selected by supervision institutions from those in every prison; they are qualified according to the following regulations. |

Inmates have served penalty sentence over 2 months. |
2.

Inmates have sentences of less than or more than five years and of progressive implementation of reaching above 2nd level. Inmates with life sentences need to serve their sentences of over eight years, or they have been detained over 3 years and served over 7 years of their sentences and their progressive implementation of reaching above 1st level before the life sentence is announced. |
3.

Inmates have written down their regrets on paper. Their physical and mental conditions are suitable for open prison work. |
Inmates have the following conditions and they cannot be selected |
1.

People are inmates who violate Article 161 of Criminal Code, or Paragraph 1 and 2 of Article 9 of Narcotics Elimination Act, or Subsection 4 of Paragraph 2 of Article 13-1 of Narcotics Management Act. |
2.

Recidivists. However, those committing a crime because of accidents are not included. |
3.
|
People are those whose parole of the criminal inmate is cancelled because of committing a crime. |
4.
|
People are inmates who wait for receiving compulsory labour or implementation of disciplinary education. |
The 1st selection should be up to the decision of the selection committee, taking the willingness of inmates into consideration. The selection regulations are stipulated by the Ministry of Justice. |
