Distribution Conditions for Work Income

According to Article 23 of Statue of Open Prisons, the principles of distributions of work income are as follows :
50% of open-prison work income is distributed to labour compensation after deducting business expenses; 25% of labour compensation is distributed to victim compensation. 40% of the previous business surplus can be distributed to fund drinking or eating by inmates; 10% is grants for encouraging inmates; 10% is for grants for encouraging work controllers. The annual surplus should be settled according to budget process. 30% of is meant for improving the living facilities of inmates; the remaining 70% is used for business funds. The awarding regulations are set down by the Ministry of Justice. The 1st item is distributed as victim compensation. After the laws of victim compensation are announced and implemented, there will be an exclusive account for it. The 2nd item is listed in the category of property and equipment without reporting depreciation. It is for improving the living facilities of inmates
