Q 2：What are the procedures to apply to get open prison employees?
A：
Factories can phone us or come to our prison to apply to hire open prison employees. Our officials from the Business Section together with those from the Security and Control Section will actually visit factories’ working areas. They go to understand the general working conditions and evaluate the security-and-control situation. Then we arrange a meeting between the bidding factory and our Prison Evaluation Committee. After these two parties sign a contract of open prison employment, the applying factory has to pay a deposit. Then our open prison employees can start to work for the factory.

Q 3：How to apply for cooperation with Mingde Open Prison to do process business?
A：
The factory has to fill out an application form and come to our prison in person. Thus they can see what will be the needed scale for the working place, equipment, and the number of workers. After the Prison Evaluation Committee and the factory negotiate about the price of each item of the products and settle it, then the factory and Mingde Open Prison (the 2 parties) can sign an OEM contract. Then we will dispatch our open prison employees to start to work.

Q 4：What is the procedure to cooperate with Mingde Open Prison to develop the land nearby or to invest to establish a factory?
A：
We welcome any factory which is interested in assisting our inmates to plan their work and skill training. Our prison welcomes any interested factory to come to inspect our prison about the available size of the land and the factory site so long as the visit does not affect the security-and-control situation of our inmates. The factory has to plan what will be needed: relevant facilities in a factory, machines and equipments as well as a proposal of production in the working place. The prison will provide the needed amount of workers for the factory. These 2 parties (the prison and the interested factory) should settle the work income after negotiating the prices. Next both parties can sign a contract. Afterwards, this agreement should be reported to the Ministry of Justice. Only after receiving its permission can our prison and the factory implement the plan.

Q 5：How to purchase the mountain chickens raised by Mingde Open Prison?
A：
About mountain chicken in our prison, we adopt the policy of open parity to deal with purchase. We welcome any potential buyers to come to our prison to take part in bidding.

Q 6：How to purchase the orchids grown by Mingde Open Prison?
A：

Q 7：How to buy the mangoes produced by Mingde Open Prison?
A：
After harvest, we classify our mangoes into 2 kinds: Level 1 and 2. Then we pack them. The price is 75% of the market price. It is a floating price. Q 8：Can inmates receive a salary during their imprisonment?
A：
According to Law of Execution in Prison, the working inmates are given labour income. In our open prison work, the salary of every inmate is NT$520 per day. Distributed according to the rule of law, every inmate gets an average daily income of around NT$210.

Q 9：How do you distribute inmates’ labour income?
A：
According to the regulations and rules of Law of Execution in Prison and Statue of Open Prison: After we deduct work expenses from work income, we distribute 1/2 of the surplus as inmates’ labour income; 1/4 of the labour income is distributed as compensation for victims. Based on legal distribution ratio, we distribute the annual surplus to sponsor inmates’ drinks and food, to establish a fund for improving inmates’ living facilities, to cover the expense of holding skill training, to give work bonuses and to establish a fund for prison work, etc.
